This isolated candidate contains 211 official target-rate decisions from 2000-12-05 through 2026-09-02: 39 cuts, 139 holds, and 33 hikes. Direction and basis-point size are derived from consecutive official target levels and cross-checked from 2009-04-21 onward against the official V39079 target-rate API.

Sources & interpretation
Records retain source-specific units, release clocks and revision information where available. Different vintages, forecasts and observations should not be treated as a continuous comparable series.
It preserves 324 TLS-verified official Bank of Canada captures with response headers and SHA-256 hashes, 80 calendar observations (including retained vintages and eight 2027 events), and 10 post-decision Governing Council deliberation texts. It contains no country fanout and does not attach to canonical model inputs.
Announcement and effective dates are separate. Exact announcement clocks are used only where an official annual schedule or the original 2000-2001 fixed-date notice supplies them; other historical releases use conservative Toronto end-of-day availability. Changed rates from 2021 onward use the Bank's stated next-day convention, the 2020-03-13 emergency cut retains its explicit 2020-03-16 effective date, and unchanged decisions have no fabricated effective event.
