Before 13 June 2019, the native instrument is the three-month CHF Libor target range. The candidate retains both range bounds and a comparable_policy_rate: the published intended point when the release states one, otherwise a clearly labelled midpoint proxy. On 13 June 2019, the SNB policy rate replaces the target range at -0.75%; the official 2019 annual report says the transition did not change the policy stance.
